Notice is hereby given that the Crook County Planning Commission will hold a public meeting at 4:00 PM on Wednesday, March 25, 2026, to consider the following:

Record Number 217-25-000400-PLNG – GP, LLC and Priday Family Ranches, LLC (owners) and Quinn Burket of Frances Hansen & Martin LLP (agent) are proposing an amendment to the Crook County Comprehensive Plan for an expansion to the aggregate inventory. The requested amendment would expand the current permit boundary by approximately 4.1 acres to include the ends of the quarry floor to the northwest, southeast, and east. The subject property is located at 15334 NW O’Neil Hwy, Redmond, OR 97756 and is identified as map tax lot numbers 1414270000100 (626.93 acres) and 1414340001801 (109.92 acres).
 
The hearing is being held pursuant to: Crook County Code (“CCC”) 18.172 (Administration Provisions).
 
The application is subject to: Oregon Administrative Rules (OAR) Chapter 660, Division 16, Crook County Comprehensive Plan Ordinance No. 55, Comprehensive Plan Mineral and Aggregate Policies, and Ordinance No. 43, Crook County Goal 5 Resources (Mineral and Aggregate Elements) (to the extent consistent with Ord. 51 and Ord. 55).

A notice of public hearing and location maps were mailed to all affected property owners, and to the appropriate entities and public agencies 20 days prior to the initial evidentiary hearing. 
 
The hearing will be conducted pursuant to CCC 18.172.081. Interested members of the public may provide written testimony in favor, opposed, or neutral to the application. Written testimony or comments may be submitted to the Crook County Community Development Department by email at
plan@crookcountyor.gov
and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony received by Friday, March 13 2026, will be considered by staff prior to the issuance of the staff report and recommendation on this application. However, written testimony will continue to be accepted until the record closes, which may occur as soon as the conclusion of the public hearing. 
 
Failure to raise an issue in the hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.

A copy of the application, all documents, and evidence relied upon by the applicant along with the applicable criteria are available for inspection at no cost and copies will be provided at reasonable cost in accordance with the County’s fee schedule.
