Crook County Planning Commission - Text Amendment

Notice is hereby given that the Crook County Planning Commission public hearing previously schedule for 4:00 p.m. on Wednesday, February 28, 2024, has been RESCHEDULED to 4:00 p.m. on Wednesday, March 13, 2024. The public hearing is being held to consider the following:

 

Record Number: 217-24-000016-PLNG – Text Amendment to Crook County Code to bring zoning ordinances into compliance with current State statutes and regulations, provide clear and objective criteria within the zoning ordinance to provide for greater understanding of requirements, allow for local flexibility in interpreting code language, edit code language that is incorrect, and remove references to outdated or removed sections. The hearing is being held pursuant to Crook County Code, Title 18 Zoning; Chapter 18.168 Legislative Amendments.

  • Update the Farm Use Table with addition of Farm Breweries with use type, review procedure and link to applicable criteria.
  • Update to state statute requirements regarding Forest Template Dwelling
  • Refines Family Unit Definitions
  • Update to state statute requirements for ADU Parking Requirements
  • Accessory Dwelling Units in parts of the rural residential zones: review procedure and applicable criteria
  • Recreational Vehicles review procedure and applicable criteria to allow on residential properties.
  • Addition of standards for outdoor lighting to reduce light pollution and improve dark skies.
  • Removes specific standards for cargo containers.
  • Codify what has been a long-standing County policy inadvertently changed in a previous update for the Juniper Acres Purpose Statement
  • Update process for Transmission Towers
  • Update to state statute requirements regarding for Replacement Dwellings on resource ground

 

Written testimony or comments may be submitted to the Crook County Community Development Department by email at plan@crookcountyor.gov and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony received by Friday, March 1, 2024, will be considered by staff prior to the issuance of the staff report and recommendation on this application. However, written testimony will continue to be accepted until the record is closed, which may occur as soon as the conclusion of the public hearing.
 

Failure to raise an issue in the hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.
 

A copy of the application, all documents, and evidence relied upon by the applicant along with the applicable criteria are available for inspection at no cost and copies will be provided at reasonable cost in accordance with the County’s fee schedule. Public participation is permitted by attending the hearing in the meeting room at 320 NE Court Street, Prineville at 4:00 p.m. on Wednesday, February 28, 2024.
