Crook County Board of Commissioners - Ordinance 354 second reading / Transportation System Plan Update - Oct 15

NOTICE OF BOARD OF COUNTY COMMISSIONERS HEARINGS

Notice is hereby given that the Crook County Board of Commissioners will hold two public hearings on the legislative matter below during its regularly scheduled meetings on Wednesday, October 1, 2025, and Wednesday, October 15, 2025. The meetings begin at 9:00 a.m. and consideration of the below will take place in its order on the complete posted agenda, available at https://co.crook.or.us/meetings.

The first and second readings of Ordinance 354 - An Ordinance updating the Crook County Transportation System Plan and Declaring an Emergency: Land Use Application Number 217-25-000289-PLNG: Crook County Code Amendments. Legislative amendment to the County’s Comprehensive Plan to update the Transportation Systems Plan pursuant to OAR 660-012 and statewide planning goal 12. The TSP is one of the planning requirements for Counties, to plan a safe, convenient, and economical transportation system. This TSP will replace the County’s existing TSP. This TSP will plan for the next twenty years of county growth and transportation needs including multimodal travel, necessary connections, and preferred capital improvements.

The hearings will be conducted pursuant to CCC 18.168 Legislative Amendments.

The hearing will be conducted pursuant to CCC 18.172.081. Interested members of the public may provide oral testimony in favor, opposed, or neutral to the application. Written testimony or comments may be submitted to the Crook County Community Development Department by email at plan@crookcountyor.gov and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony received by Wednesday, September 24, 2025, will be considered by staff prior to the issuance of the staff report and recommendation on this application. However, written testimony will continue to be accepted until the record closes, which may occur as soon as the conclusion of the public hearing.

Failure to raise an issue in the hearing, in person or by letter, or failure to provide adequate specificity to afford the decision-maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.

A copy of the application, all documents, and evidence relied upon by the applicant along with the applicable criteria are available for inspection at no cost and copies will be provided at reasonable cost in accordance with the County’s fee schedule.
