Ordinance 353 - Public Hearing 1 - Board of County Commissioners - Adding a Military Training Route Overlay to Comprehensive Plan
Crook County Board of Commissioners will hold two public hearings at 9:00 a.m. on Monday, July 28, 2025 and 2:00 p.m. on Tuesday, August 12, 2025, to consider the following:
The first and second readings of Ordinance 353 - An Ordinance Adding a Military Training Route Overlay to the Crook County Comprehensive Plan and Declaring an Emergency: Land Use Application Number 217-25-000066-PLNG: Crook County Code Amendments. Adoption of a new military training route overlay zone requiring notice to the U.S. Department of Defense (DOD) and consultation regarding potential encroachments. Modifications to use tables in the County’s EFU zone (Chapter 18.16) and Forest zone (Chapter 18.28) to cross reference requirements of new military training route zone and 18.124.110 (requirements for cell towers and transmission lines). Language in 18.124.110 is also amended to clarify application and to reference new overlay zone. Modification to Chapter 18.161 (commercial energy – renewable energy chapter) to add notification requirements consistent with HB 2329 (2019 legislative session) and to require new pre-application notice and consultation with ODFW, DOD and the State Historic Preservation Office. Amendment of the Crook County comprehensive plan to adopt the military overlay zone maps and to include text regarding the new overlay zone.
The hearing is being held pursuant to Crook County Code (CCC) 18.172 Administration Provisions and the application is subject to review under CCC Title 18 Zoning; Chapter 18.168 Legislative Amendments, the Crook County Comprehensive Plan, Oregon Administrative Rules, and Oregon Revised Statutes.
The hearing will be conducted pursuant to CCC 18.172.081. Interested members of the public may provide oral testimony in favor, opposed, or neutral to the application. Written testimony or comments may be submitted to the Crook County Community Development Department by email at plan@crookcountyor.gov and may also be submitted in person or by mail to 300 NE 3rd St, Room 12, Prineville, OR 97754. Written testimony received by Wednesday, July 16, 2025, will be considered by staff prior to the issuance of the staff report and recommendation on this application. However, written testimony will continue to be accepted until the record closes, which may occur as soon as the conclusion of the public hearing.
Failure to raise an issue in the hearing, in person or by letter, or failure to provide adequate specificity to afford the decision-maker an opportunity to respond to the issue precludes an appeal to the Land Use Board of Appeals based on that issue.
A copy of the application, all documents, and evidence relied upon by the applicant along with the applicable criteria are available for inspection at no cost and copies will be provided at reasonable cost in accordance with the County’s fee schedule.
