Formula Fund Subrecipient Provider Applications for the 2023-2025 Biennium

Thank you for your interest in applying for Statewide Transportation Improvement Fund (STIF) formula funds, administered through the Oregon Department of Transportation (ODOT).

Completed STIF Formula Fund Subrecipient Provider Applications must be submitted to Crook County by 5 p.m. on November 8, 2022. Applications must be submitted in accordance with the instructions and using the online form available on the ODOT’s website at https://www.cognitoforms.com/ODOT2/SubrecipientProjectApplication202325. Crook County’s Statewide Transportation Improvement Fund Advisory Committee will meet to review and prioritize project proposals after they are submitted. STIF Advisory Committee meeting notices, agendas, and minutes are posted on COIC’s website at www.COIC.org, as COIC was delegated to administer Crook County’s STIF Program. Applicants are encouraged to attend STIF Advisory Committee meetings.

Before completing your STIF Subrecipient Project Application, please review the Formula Fund Guidance and Application Instructions document and related STIF documents posted on ODOT’s Funding Opportunities web page. Project applicants must be able to demonstrate the organizational, financial and managerial capacity to administer a grant in accordance with state and local laws, regulations and requirements.

As a reminder, The STIF and Special Transportation Fund (STF) programs were consolidated in January 2022 to increase efficiency and funding reliability for public transportation providers throughout Oregon. STIF funding may be used to finance investments and improvements in public transportation services, except for light rail capital expenses. STIF may be used for public transportation purposes that support the effective planning, deployment, operation, and administration of public transportation services and programs. STIF Formula Funds are not intended to supplant local funding sources to maintain existing services.
